When is it appropriate for a president to issue an executive order? On the next Your Call, we'll have a discussion about presidential power. The Constitution says that the president shall exercise "executive power," but it doesn't clarify what those powers are. By ignoring or defying Congress and the Constitution, President Bush has used his executive privilege to sign more than 750 laws. What is the history behind executive orders?
