How is the economic downturn affecting the business of recycling?

In SF, it has been confusing as to exactly what is acceptable in the blue container. For example, at one time plastic bottles were acceptable but only if they had the correct number. Some threw in plastic bags. Is the paper that seems to have a plastic cover acceptable? What type of metal? Only cans?
What happens if you collect food and place it in a plastic bag in the green container?
What happens if recyclables are placed in black container? Do they get sorted in the right direction on Pier 96?
I was disappointed that the show did not probe what happens at the sorting centers. Do they correct errors and recycle what can be sorted? What if someone throws everything--foods, newspapers, bottles and wood--- into a plastic bag that goes into the black bucket?
